It is not surprising that many in the non-naval world think of navies as expensive alternatives to ground forces. The sea services thus generally have an uphill fight to explain what the navy can and should do for their country and citizens. Our question to naval commanders-in-chief around the world is: How do you explain to your government and fellow citizens why your navy is necessary and worth what it costs?

In the JDW supplement of may 2007, naval chiefs from around the world have looked ahead over the next 15 years or so to explain the challenges they face and how these will be addressed.

In June 2006, Chief of Naval Operations Admiral Mike Mullen called for a comprehensive revision of U.S. Maritime Strat-egy for the 21st Century. The last strategy document was produced in 1986. Our questions to naval commanders-in-chief around the world are: From your Navy's point of view, what elements do you think should be included in the U.S. strategy? What elements would you suggest that the United States avoid?
